Redevelopment and Expansion of Arthur Phillip High School (APHS) and Parramatta Public School (PPS)


With the design completed, blueVisions were tasked with managing the redevelopment and expansion of the Arthur Phillip High School (APHS) and Parramatta Public School (PPS). This project is located in the heart of the Parramatta CBD, providing educational facilities for Years K-12.

Construction of the APHS is the first vertical school in NSW and it’s the tallest school building in Australia.

The project comprised 3 phases:

  • Phases 1 and 2 involved completion and handover of APHS & PPS in time for Day 1, Term 1 2020
  • Phase 3 is the delivery of outdoor play areas and the refurbishment of a Heritage Building in time for the start of the 2021 school year.

Project Purpose

To enhance the educational offerings available for the greater Parramatta area – a region experiencing huge growth and economic significance for both NSW and Australia as a whole.

Project Goals

To implement the NSW Government’s grand education vision while managing the concerns of numerous stakeholders such as:

  • Infrastructure NSW (Tier 1 project)
  • NSW Treasury
  • Department of Education NSW (which also covered co-ordination with adjoining schools)
  • The local school community, school principals and other stakeholders

blueVisions’ Role

Managing this brownfield project involved:

  • Staged delivery of 2 schools with the construction site adjoining established and operation schools
  • Successful co-ordination of various approvals through the City of Parramatta Council and the Department of Industry and Environment
  • Management of the site’s historical and archaeological significance
  • Development of a concise and adaptable Commissioning Governance Structure to ensure the objectives of stakeholders such as DOE Technical Stakeholders and SINSW were met
  • Value Engineering for a range of design and construction matters
  • Provision of support to the Communications Team and SINSW in delivering timely messaging to all stakeholders
  • Translating commissioning and construction terminology for “non-construction familiar” stakeholders such as school principals and school community representatives
  • Successful relocation of end-users from existing schools to the new school buildings in time for the commencement of the 2020 school year

Project Scope

  • Project Management of Contractor (Watpac) to deliver construction works under an AS4000 Construct Only contract
  • Procurement and management of a range of service providers on behalf of SINSW
  • Contract management and administration (including variations, extension of time and payment schedules
  • Updating SINSW’s project management system along with preparation of monthly and ad hoc reports
  • Stakeholder management including facilitating meetings and workshops
  • Interface workshops with Parramatta Light Rail project team and Transport NSW
  • Co-ordination of the approval process through Parramatta Council, Department of Industry and Environment, historical and archaeological protection bodies
  • Construction and delivery of healthy and environmentally sustainable education centres
  • Delivery of connected outdoor spaces that enable play and collaborative learning
  • Refurbishment and adaptive reuse of all existing heritage buildings
  • Creation of a valuable connection with the adjacent educational facilities which includes the Western Sydney University


  • Staged delivery of 2 schools adjacent to established and operating schools
  • The complex technical construction requirements e.g. the use of intumescent paint for fire protection of the structural steel frame
  • Management of the site’s historical and archaeological significance
  • Tight delivery program
  • Close scrutiny from a wide variety of stakeholders which included school principals, school community, SINSW, Infrastructure NSW, Department of Education NSW and NSW Treasury


  • Phases 1 and 2, Arthur Phillip High School and Parramatta Public School (covering Years K-12) were completed and handed over in time for Day 1, Term 1 2020
  • Phase 3, construction of outdoor play areas and the refurbishment of a heritage building is underway
