Elger Street Glebe Social Housing Development Project


The construction cost of the project is $47M and commenced in June 2016.

Project Purpose

The project was to provide public housing to seniors on the former Glebe public housing estate. The project aligned and supported the priorities of the Government’s social housing policy Future Directions for Social Housing in NSW. Future Directions is underpinned by three strategic priorities:

  • More social housing
  • More opportunities, support and incentives to avoid and/or leave social housing
  • A better social housing experience

blueVisions’ Role

blueVisions provided contract administration services to assist Land and Housing Corporation with the management of the project. blueVisions was responsible for the management and administration of the design development, construction, commissioning & handover, and post-completion phase of the D&C contract with Kane Constructions.

Project Scope

The project involves the development of 158 social housing apartments on two sites, being Lots 13 & 14 in Elger Street in the suburb of Glebe. These two sites form part of the Glebe Affordable Housing Project, a collaboration between the Land and Housing Corporation and the City of Sydney (Council), as part of “City of Sydney – Sustainable Sydney 2030” plan to increase the supply of affordable housing in the city, through redevelopment that incorporates a combination of social, affordable and market housing.


  • The project involved the subdivision of land, construction of the two apartment blocks and public domain works.
  • The development featured building elements that were required to have high durability and quality while constrained with ongoing maintenance costs.
  • The project also features sustainable design elements, extensive landscaped gardens and a BBQ area for the senior residents. It has a NatHERS 7 energy efficiency rating.
