Parramatta Region Group 2 Expansion and Upgrade Works

Overview

To meet the demands of growing student numbers in the Parramatta region, the Department of Education NSW is expanding available teaching spaces at 5 schools.

blueVisions was appointed as Project Management Consultants to provide services throughout the entire project lifecycle. This included 8 project phases:

  1. Project definition and development of stakeholder groups
  2. Functional design brief
  3. Concept design and business case
  4. D&C contractor procurement and tendering
  5. Schematic design and statutory approvals
  6. Detailed design and documentation
  7. Construction
  8. Project handover and completion

The total budget for delivery of these projects was $90 million.

Project Purpose

With a vision to create one of the best education systems in the world, the Department of Education NSW is delivering the very best school infrastructures to support that goal. Spanning 5 schools, this project realises part of their vision.

Project Goals

Construction of 78 new permanent teaching spaces across 5 schools located in the Parramatta area plus the refurbishment of an existing library to accommodate a new multi-category Special Education teaching centre.

blueVisions’ Role

To deliver end-to-end management services and provide support throughout the entire project lifecycle covering design, procurement and construction which included:

  • Providing project scope management
  • Developing, documenting, implementing and maintaining a Project Services Delivery Plan
  • Developing, refining and controlling the Approved Base Line Project Program
  • Preparation and implementation of a project wide WHS Management Plan addressing both Safety in Design and construction safety
  • Preparation of an Environmental Management Plan
  • Managing the project budget
  • Ensuring the inclusion of government policy and guideline requirements for contracts along with monitoring compliance throughout the project period
  • Preparation of a Risk Management Plan to assess and manage project risks
  • Managing design consultants, quantity surveyors and specialist consultants
  • Managing the contractor procurement process including evaluating tenders and providing tender recommendations
  • Managing contractor access to the site which included Working With Children Checks
  • Administering contract variations, payments and claims
  • Regular site inspections for quality and safety audits
  • Preparing commissioning plans, facilitating commissioning and handover
  • Monitoring the progress of each component of the project as well as, forecasting completion dates and recommending recovery strategies when delays occurred

Project Scope

Auburn North Public School
Provide 10 new permanent teaching spaces to accommodate 115 additional students – increasing school capacity to 870 students

Rosehill Public School
Provide 18 new permanent teaching spaces to accommodate 207 additional students – increasing school capacity to 874 students

Pendle Hill Public School
Provide 14 new permanent teaching spaces taking the total student capacity to 575 students
Refurbishing the existing library to accommodate a new multi-category Special Education teaching centre

Yagoona Public School
Provide 16 new permanent teaching spaces taking the total student capacity to 800 students

Parramatta West Public School
Provide 20 new permanent teaching spaces to accommodate 200 additional students – increasing school capacity to 966 students

Challenges

There will always be challenges with a project of this scale across multiple sites. In particular, blueVisions managed:

  • The need for Working With Children Checks for all contractors given the close proximity and access to school grounds throughout the project
  • Managing and administering contract variations, payments and claims
  • Monitoring progress across multiple sites, revising and forecasting completion dates as well as formulating recovery strategies when delays occurred
  • For the larger Parramatta West project, managing the approval process which was more complex due to the need to follow the SSDA Approval Pathway

Outcomes to date

  • The Auburn North and Pendle Hill Public School projects were completed on program and within budget in October 2019
  • The Rosehill and Yagoona Public School projects were completed on program and within budget for Day 1, Term 1 2020
  • The Parramatta West Public School project is currently under construction with a completion date of August 2021
